You won't be able to use the overlay, you want be able to publish mods, or search the worksshop, and to be clear, I am speaking about "Steam" offline available from the Steam>Offline option. ![]() What is does is make any content that requires an internet connection unavailable. I have to set the record straight, offline mode does not force you into vanilla. If your not connect to internet and launch steam in offline mod you won't be able to use any of your mods you sub to on the workshop, You need to have a live working internet feed otherwise it won't pick up from your sub directory exactly what you have subbed to and force the game to launch in vanilla.
